State of emergency in Russian Far East as ice rain causes collapse of key systems

A state of emergency has been declared in the Russian Far East after an overnight ice rain and north winds caused power outages and other system failures, leaving 120,000 people without electricity, heating, and water in -1C temperatures. The weather is expected to worsen, with local authorities urging residents to stay home and schools and kindergartens closing.
