Moscow set a second straight daily snowfall record as a major winter storm dumped roughly 13–14 cm of snow and disrupted traffic, with officials urging residents to use the metro. Forecasters warned an “orange” danger-level advisory ahead of an incoming cold snap expected to bring temperatures down to around -20°C overnight.
